Sometimes you run into problems in the workplace, which we tend to complain about. The issue lies on who do you complain to?
In order to receive any results you have to stop complaining horizontally. Stop voicing your issues to people on the same level as you. If you want something changed you have to talk to the people who are actually able to do something. If you don’t want to talk to someone of greater authority about it, then it must not have been that big of a problem.
